	Elma “Jean” Bailey-Bennett is a native Houstonian and a product of the Houston Independent School District. She received her Bachelor of Arts Degree from Texas Southern University in 1975 in Government and returned to TSU to pursue a Master of Education Degree in Guidance and Counseling which she received May 14, 1983. Along with her two degrees, Ms. Bennett holds lifetime certifications from the Texas Education Agency as a professional counselor and a secondary teacher in the areas of Government/Political Science and History. Ms. Bennett began her career in education in 1975 as a history teacher at Lyndon B. Johnson High School in Austin, Texas. She returned to Houston after two years and has served the district for the last 29 years as a teacher, counselor, applications specialist in the Department of Technology and manager of data quality in the Department of Federal and State Compliance. Ms. Bennett has provided educational services and mentored students in many venues. Her belief is that every student can learn if provided with an environment conducive to learning with adequate guidance and encouragement, appropriate assessments and educational planning and dedicated instructional leaders with the proper resources. Ms. Bennett has supported her beliefs in academic success and its correlation to the learning environment by extending her areas of expertise to include master schedule building, curriculum alignment, data quality/compliance auditing of special populations and programs and staff development.
