Dr. Charlotte J. Parker began her
educational career in 1977 as an elementary teacher in the Houston Independent
School District (HISD). Dr. Parker holds certifications in early childhood,
elementary education and mid-management. Additionally, she has a license in
psychology. Dr. Parker has presented at numerous conferences to include the
U. S. Department of Education’s “Improving America’s Schools” Regional
Conference and the National Governors’ Association for Best Practices
“Developing Accountability Systems: Issues, Challenges, and Strategies”. As
an elementary principal from 1992 to 2001, Dr. Parker’s visionary leadership
elevated the campus’ status to exemplary for four consecutive years. As a
middle school principal since 2001, Dr. Parker works in concert with teachers
to improve the academic environment via the coordination of staff development
